I have inspected all of the wiring that I can find (plugs and wires going into transfer case and front axle motor) and don't see any obvious problems. I then took the dash switch from my dad's '99 Silverado and swapped it with mine, but it operated exactly the same so I know the switch is not the problem.

MEMBER. Turn the key to run and go to the front axle actuator, located on the front differential. Unplug it and test the brown wire for 12 volts. This is the same circuit as the 4wd switch. If there is no voltage then you probably have a blown fuse -- I believe it is fuse number 24 under the dash - 25amp.

I do know what I'm doing apparently you have never seen a transfer case before if you don't know that the transfer case lock solenoid allows the encoder motor to operate to change between 2wd, 4Hi and 4Low. I did fix the problem, it was a shorted wire in a wire harness under the fuse box.

This is a little tricky because there is no ground. There is a reference circuit (voltage supply) and then a signal return circuit. So the TCM actually grounds the circuit but the way it knows what speed the input is going is by how fast the voltage is pulsing from around 1.5v up to 3.5v and back and forth with the teeth and gap of the tone wheel on the input shaft.
